Severe weather alerts use a vocabulary that sounds interchangeable and is not. Each term corresponds to a defined stage of confidence, and the geography of issuance explains several oddities people notice.
The terms describe confidence and timing
A watch means conditions are favorable for hazardous weather within a broad area and timeframe. It is a signal to prepare, not evidence that anything has formed.
A warning means the hazard is occurring or imminent in a specific area. It carries an expectation of immediate action from people in the path.
An advisory covers conditions that are inconvenient or hazardous but below warning thresholds. The distinction is one of severity rather than certainty.
Issuance is local by design
Forecast offices spread across the country each hold responsibility for a defined group of counties or zones, staffed continuously.
Meteorologists at those offices, not a central authority, issue most warnings, using radar, surface observations, storm reports and spotter networks.
Specialized national centers handle particular hazards, including tropical systems and severe thunderstorm outlooks, and their products feed into local decisions.
Polygons replaced county boundaries
Warnings once covered whole counties, which alerted large populations who faced no threat. Storm-based polygons now outline the projected path instead.
This reduced the warned area substantially and improved the correspondence between alerts and actual risk, at the cost of a more complicated map.
Alerts arriving on phones are keyed to location and to the polygon, which is why neighbors on either side of a road sometimes receive different notifications.
Distribution runs on several independent paths
The same message travels through weather radio broadcasts, the emergency alert system on television and radio, wireless emergency alerts on phones and a public data feed.
Redundancy is deliberate. Each path fails in different circumstances, and severe weather is precisely when infrastructure is likely to be damaged.
Commercial applications add their own presentation on top of the same underlying data, which is why alerts can appear worded differently across services.
False alarms are a measured tradeoff
A warning issued for a storm that produces nothing costs credibility, while a missed event costs more. Offices track both rates and adjust thresholds against them.
Public response degrades when warnings are frequent and consequences rare, a pattern documented across hazard communication generally.
Impact-based wording, which describes expected damage rather than only naming the hazard, was introduced to restore urgency to the most serious cases.
